Change in domestic water and waste water usage fees, basic fees, service fees and connection fees as of 1 January 2026

The Board of Directors of Turun Vesihuolto Oy has decided on the new VAT-free prices for domestic water and waste water usage fees, basic fees, service fees and water supply connection fees. All prices are subject to the applicable value added tax. In addition, the Board of Turun Vesihuolto Oy decided to make a change to the basic fee categories. The changes will enter into force on 1 January 2026. 

The increases in fees are used to prepare for the increasing construction costs of water pipes and sewers as the city expands and to ensure the necessary renovations to maintain the operational reliability of the water supply network. In addition, provision is made for financing a water plant to be completed in order to maintain the emergency supply of domestic water. 

As a result of the increase of the usage fees, the combined cubic price of domestic water and waste water including VAT (1 cubic metre (m3 ) = 1,000 litres) will increase from €3.94 to €4.22. The increase is €0.28/m 3, or approximately 7%. In some larger water meter sizes, the basic fees have been increased and a new basic fee category has also been introduced. The basic fees for the smallest water meters, i.e. water meters typically used in detached houses, do not change. 

The average water consumption of a standard four-person household is 160 m3 per year, which means that the change will increase the fees by approximately €45 per year, or approximately €4 per month.

Change in the service price list and the connection fee price list 

Our service prices have been increased as required by the general cost development and the cost correlation of our services. In addition, the content of the products in the service price list has been specified and previously missing service products have been added to the price list. 

The increase in fees covers the increased costs caused by the construction and expansion of water supply networks. The connection fee price list, which will enter into force on 1 January 2026, is available in Finnish on our website at www.turunvesihuolto.fi/en/price-list. 

What are payments used for? 

The Water Services Act requires that the water services fees cover all costs incurred by the water utility in the provision of water services. 

The usage fees cover the costs of the procurement of domestic water and the waste water treatment service. The amount of the usage fee depends on how much water the property uses. 

The basic fees cover fixed costs of the water supply network independent of water use, such as maintenance and investment costs. 

The service fees cover the costs arising from the provision of the services provided. 

The connection fee is a one-off fee charged when the property is connected to the water supply network. An additional connection fee will be charged for the property if the circumstances on which the connection agreement is based change. The connection fees cover the costs related to the construction and expansion of water supply networks. 

Grounds for tariff changes in accordance with the agreement 

The change in fees and basic fee categories is based on section 5.2 of the general terms and conditions of supply (“Yleiset toimitusehdot”) of Turun Vesihuolto Oy. According to the section, the utility has the right to change fees and the tariff structure in a way that does not significantly change the contents of the agreement as a whole in following cases: 

• changes in the utility’s operating, renovation and new investment costs, taking into account that according to the Water Services Act, all costs of the utility must be covered by the charges for water services. 

• costs arising from environmental and health protection, the use of natural resources, land use restrictions or a change in these costs 

• renewal of pricing and systems of agreements 

In addition, the institution always has the right to make minor changes to fees and the tariff structure that do not affect the key content of the agreement.
